kabarbhayangkara.com / BANDUNG – DPRD Kota Bandung menggelar Rapat Paripurna terkait Pengambilan Keputusan terhadap Raperda tentang Perubahan atas Perda No. 1 Tahun 2024 tentang Pajak dan Retribusi Daerah, Senin, 3 Maret 2025.
Rapat Paripurna tersebut dipimpin oleh Wakil Ketua I DPRD Kota Bandung Toni Wijaya S.E., S.H., bersama Ketua DPRD Kota Bandung H. Asep Mulyadi, S.H., dan Wakil Ketua II DPRD Kota Bandung Dr. H. Edwin Senjaya, S.E., M.M. Dalam kesempatan tersebut, juga hadir Wali Kota Bandung Muhammad Farhan.
Perubahan Perda ini merupakan tindak lanjut dari hasil evaluasi Kementerian Keuangan serta Kementerian Dalam Negeri. Terdapat sejumlah pasal yang dilakukan penyesuaian dari kandungan Perda sebelumnya. DPRD Kota Bandung telah meminta seluruh OPD yang terkait dengan perubahan nilai pajak dan retribusi ini untuk segera menyesuaikan dengan tujuan memberi kenyamanan dan kepastian bagi warga Kota Bandung. Isi Perda ini nantinya bisa diakses melalui laman resmi jdih.dprd.bandung.go.id.
Anggota DPRD Kota Bandung yang hadir secara langsung di rapat paripurna maupun yang hadir melalui teleconference menyepakati Raperda tentang Perubahan Atas Peraturan Daerah Kota Bandung Nomor 1 Tahun 2024 tentang Pajak Daerah dan Retribusi Daerah itu.
Setelah penyampaian laporan terkait Raperda tentang Perubahan Atas Perda Kota Bandung No. 1 tahun 2024 tentang Pajak Daerah dan Retribusi Daerah oleh Ketua Bapemperda Dudy Himawan S.H., dilakukan penandatanganan Berita Acara Persetujuan Bersama dan Keputusan DPRD antara Pimpinan DPRD dengan Wali Kota Bandung.
Wakil Ketua I DPRD Kota Bandung Toni Wijaya menuturkan, untuk keperluan proses penetapan terhadap Raperda menjadi Peraturan Daerah, sesuai dengan ketentuan Pasal 80 Undang-undang Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Perundangundangan sebagaimana telah diubah terakhir dengan Undang-undang Nomor 13 Tahun 2022 tentang Perubahan kedua atas Undang-undang Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Perundangundangan, Juncto Pasal 11 ayat (1) Peraturan Pemerintah Nomor 12 Tahun 2018 tentang Pedoman Penyusunan Tata Tertib DPRD Provinsi, Kabupaten dan Kota, Juncto Pasal 21 ayat (1) Peraturan DPRD Kota Bandung Nomor 1 Tahun 2024 tentang Tata Tertib.
“Rancangan Peraturan Daerah yang telah disetujui tadi, akan kami sampaikan kepada Wali Kota Bandung untuk bahan proses selanjutnya. Kepada Pimpinan dan Anggota Bapemperda yang telah melaksanakan tugasnya, dan juga kepada segenap jajaran Perangkat Daerah di lingkungan Pemerintah Kota Bandung yang telah bersama-sama melakukan pembahasan, kami atas nama Pimpinan dan Anggota DPRD Kota Bandung, menyampaikan penghargaan yang setinggi-tingginya disertai ucapan terima kasih atas pelaksanaan tugasnya,” ucapnya.
Selanjutnya untuk memenuhi amanat ketentuan Pasal 9 ayat (4) huruf a Peraturan Pemerintah Nomor 12 Tahun 2018 tentang Pedoman Penyusunan Tata Tertib DPRD Provinsi, Kabupaten dan Kota, Juncto Pasal 19 ayat (4) huruf a Peraturan DPRD Kota Bandung Nomor 1 Tahun 2024 tentang Tata Tertib, maka rapat paripurna dilanjutkan dengan penyampaian Pendapat Akhir Wali Kota atas Pengambilan Keputusan terhadap 1 (satu) Rancangan Peraturan Daerah tersebut.
Dalam pendapat akhirnya, Farhan menyampaikan bahwa Pemerintah Kota Bandung telah menyiapkan berbagai langkah strategis untuk memastikan implementasi kebijakan pajak dan retribusi ini berjalan optimal. Langkah-langkah tersebut di antaranya melalui sosialisasi secara masif dan berkelanjutan setelah raperda ini resmi menjadi Perda.
Pemkot Bandung juga akan menjalankan pendataan berkala guna memastikan tidak ada potensi pajak yang terlewat atau terjadi duplikasi data. Selain itu, akan diterapkan sistem digitalisasi perpajakan yang lebih baik guna meningkatkan efisiensi dan transparansi serta mendorong pertumbuhan ekonomi lokal, khususnya UMKM dan sektor industri kreatif agar pajak dan retribusi dapat lebih optimal.
“Dengan disahkannya Raperda ini, kami berharap dapat memberikan kontribusi signifikan terhadap pembangunan daerah. Pajak dan retribusi daerah merupakan sumber utama Pendapatan Asli Daerah (PAD) yang akan digunakan untuk membiayai pembangunan, infrastruktur, dan layanan publik di Kota Bandung,” ujar Farhan.*
